I would suggest to set page-file to performance and manage windows application settings, refer to event viewer application logs related to the time and event, for the error code ID, refer to Rockstar error log event for the report. Then it has to be a memory and processing related issue, when trying to run the game with minimal hardware requirements. The error occurs after the intro in the game just after you see the smoking barrels and are about to choose story mode etc.
